Malta Ship Registration
The registration of vessels under the Maltese flag takes place firstly by provisional and subsequently by permanent registration. Provisional registration is normally valid for six months and may be extended up to one year, by which time permanent registration must be completed.
Provisional Registration
In order to apply for provisional registration, the following documentation and information must be submitted to the MMA where the proposed owner of the vessel is a Maltese shipping company:
- Memorandum & Articles of Association
- Application for Registration Form
- Declaration of Ownership Form
- Copy of Builders’ Certificate
- Class Confirmation
- Minimum Safe Manning Certificate Application Form
- Reservation of Name
- Document of Compliance
- ISM Code Declaration
- Safety Certification
- Mortgage Confirmation
- Payment of Relative Fees and other ancillary charges
The final decision on registration and seaworthiness of vessels remains at the sole discretion of the Merchant Shipping Directorate. Depending on the type of vessel in question additional requirements may be imposed.
If the application for registration of a vessel is to the satisfaction of the MMA, a non-operational Provisional Certificate of Malta Registry will be issued against payment of the relative fee. The MMA will also immediately communicate to the indicated classification society requesting inspection with a view to the issue of the relative safety certificates, Certificate of Survey and International Tonnage Certificate under the authority of the Government and flag of the Republic of Malta.
The Provisional Certificate of Registry is valid for six months. If all documents required for permanent registration are not submitted within this six-month period, the MMA may extend the period of provisional registration for up to a further six months upon good cause being shown. Upon expiration of this period, if the vessel has not been permanently registered, registration must commence anew and the appropriate forms re-submitted and fees paid anew.
Permanent Registration
In order to obtain permanent registration the following requirements must be satisfied:
Within one month of Provisional Registration:
- Carving and Marking Notes
- Original Builders’ Certificate or the Bill of Sale
Within six months of Provisional Registration:
- Certificate of Survey
- International Tonnage Certificate
- Second Carving and Marking Note
- Confirmation of Validity of Statutory Certificates
- Letter of Undertaking
Please note that the MMA may impose additional specific requirements in relation to different types of vessels.
The permanent Certificate of Malta Registry is renewable on an annual basis and an annual fee is due to the MMA. Renewal is due annually from the date (of regfistration).
